World Bank postphones $90m Uganda loan over anti-gay laws

The World Bank has postponed a $90m (£54m) loan to Uganda over its tough anti-gay law, which has drawn criticism from around the world.
World Bank officials said they wanted to guarantee the projects the loan was destined to support were not going to be adversely affected by the law.
The loan was intended to boost Uganda's health services.
Ugandan government spokesman Ofwono Opondo said the World Bank "should not blackmail its members".
The law, enacted on Monday, strengthens already strict legislation relating to homosexuals.
It allows life imprisonment as the penalty for acts of "aggravated homosexuality" and also criminalises the "promotion of homosexuality".
The law has been sharply criticised by the West, with donors such as Denmark and Norway saying they would redirect aid away from the government to aid agencies.
US Secretary of State John Kerry has called the law "atrocious". Both he and South African Nobel peace laureate Desmond Tutu compared it to anti-Semitic laws in Nazi Germany or apartheid South Africa.
A spokesman for the World Bank said: "We have postponed the project for further review to ensure that the development objectives would not be adversely affected by the enactment of this new law.
The loan was supposed to be approved on Thursday to supplement a 2010 loan that focused on maternal health, newborn care and family planning.
The World Bank's action is the largest financial penalty incurred on the Ugandan authorities since the law went into force.

Strategies against B’Haram not working – Govs

Nigeria governors under the aegis of the Nigeria Governors Forum have said the current strategies against the Boko Haram insurgent is not working.
They therefore asked the Federal Government and the security agencies to review their tactics in order to make it achieve maximum result.

The governors also condemned the spate of killings in Borno, Yobe and Adamawa States .
They particularly said they were alarmed at the killing of students in Yobe and what they described as unproved attack on the civilians by the attackers.

A statement by the Chairman of the NGF, who is also the Governor of Rivers State, Mr. Rotimi Amaechi in Abuja on Friday, also commiserated with the families of the students.
However, he said that time has come for the Federal Government to comprehensively review the strategies with which it is fighting this insurgency.

He said, “The current approach is definitely not working and it is important that all of us are humble and sincere enough to accept this reality and then work out a stronger and more workable strategy.
“Of course the Federal and state governments should not be left alone to fight the terrorists.

“Citizens need to help our security agencies with accurate and timely information. But government itself needs to engage new allies wherever they may be in the world.”
He urged the Federal Government to continue to support affected states in the bid to check violence and that the Federal Government should remain focused and continue to provide leadership until every part of Nigeria is rid of violence and insurgency.

Amaechi added that the governors were alarmed with the killings of students and others during the attacks.
He said, “We in the Nigeria Governors’ Forum hereby condemn the recent spate of killings in some parts of our country – Borno, Yobe, and Adamawa states – by the Boko Haram sect. We are alarmed by the slaughter of 29 pupils at the Federal Government College in Yobe and the unprovoked attacks against defenceless people in those states.

“We commiserate with the people and government of those states, the families of the victims, and pray God to give them and indeed every Nigerian the fortitude to bear the loss.
“This is a very difficult period for our country and its people and we must collectively pray and rally round families, friends and fellow citizens affected by these tragedies. We must provide whatever support and save the lives of those still alive.”

Amaechi said that while security agencies should continue to do their jobs as professionally as possible, he appealed to all aggrieved individuals and groups in Nigeria to appreciate the fact that violence can never be a solution to any problem.

He said Nigerians should know that they have no other country to call home and that it was important that “we understand the danger and futility of destroying our land in the pursuit of a selfish agenda.”
He added that it was gratifying that government – Federal and State – were working hard to get to the root of the killings and nip these orgy of violence in the bud.

He also commended the security agencies for the selfless sacrifice he said they were making in the interest of all Nigerians to restore calm to all parts of our country.

Jonathan’s cousin abduction: Kidnappers demand N500m ransom

The kidnappers of Chief Inengite Nitabai, cousin to President Goodluck Jonathan, have demanded the sum of N500m ransom to set him free.

Nitabai, aged 70, was abducted last Sunday by ten armed men at his Otuoke residence in Ogbia local government area of Bayelsa State and taken away in his private Sports Utitlity Vehicle after collecting N400,000 from his wife.

The vehicle was later recovered at Unuegbum  waterfront where it was abandoned, an indication that the gunmen escaped through the creek.

The victim, his wife, his wife’s sister and three of his children were in the house when the gunmen struck.But that respite it was learnt came the way of the family when the kidnappers contacted them to make the ransom demand Thursday.

It was learnt that the outrageous demand unsettled the family members who had since resorted to prayers for divine intervention.

The kidnappers, according to the source, as usual warned against the involvement of security operatives in the matter.

“The kidnappers contacted the family four days after and demanded a whooping sum of N500m. It is believed that the family of the victim has begun negotiations with the hoodlums,” he said.

The troubled family members had shortly after the incident chose to maintained silence on media enquiry on the matter for security reason in spite  of growing anxiety following the refusal of the kidnappers to establish contact with them.

The state police spokesman, Mr. Alex Akhigbe could not be reached for comment but there had been massive security presence in the community with operatives combing the creeks and waterways of the state in search of the kidnappers.

THREE of President Goodluck Jonathan’s successors-ex-President Olusegun Obasanjo; ex-Heads of State, Maj. Gen. Muhammadu Buhari (retd.) and Gen. Ibrahim Babangida – as well as President of the Senate, David Mark, were on Thursday absent from the country’s centenary being held in Abuja.

They did not attend the international conference held as part of activities marking the centenary, which was attended by about 30 heads of governments and international organisations.

But another three former leaders, Gen. Yakubu Gowon, Alhaji Shehu Shagari and Chief Ernest Shonekan, as well as ex-Vice President Alex Ekwueme and a former Chief of General Staff, Lt.-Gen. Oladipo Diya (retd.) attended the event.

The conference tagged, “Human Security, Peace and Development: Agenda for 21st Century Africa” was held under tight security at the International Conference Centre, Abuja.

Other dignitaries in attendance included the Speaker of the House of Representatives,  Aminu Tambuwal; Deputy Speaker, Emeka Ihedioha; state governors; security chiefs; former Secretary-General of the Commonwealth, Chief Emeka Anyaoku; National Chairman of the Peoples Democratic Party, Alhaji Adamu Muazu; the chairman of the party’s Board of Trustees, Chief Tony Anenih; members of the diplomatic corps, members of the National Assembly, members of the Federal Executive Council and other top government officials.


The heads of governments in their goodwill messages commiserated with the Federal Government and Nigerians on the Tuesday killing of schoolchildren in the Federal Government College, Buni Yadi, Yobe State.

They urged Nigerians to unite against terrorists, saying no nation could develop in an atmosphere of violence.

Meanwhile, civil servants and other workers with offices located on Herbert Macaulay Way, Central Business District Abuja, the same neighbourhood with the venue of the event  had difficulties accessing their offices on Thursday because of the tight security.

Many of them were forced to park away and trek to their offices as traffic was diverted.

Armed security operatives were deployed at strategic points in the area.

Soyinka, Fawehinmi, Fela families reject centenary awards

As the Federal Government honours 100 persons today with Centenary awards as part of Nigeria’s Centenary celebration, the families of late human rights activist, Chief Gani Fawehinmi and afrobeat king, Fela Anikulapo Kuti have rejected the post humous awards for both late Fawehinmi and Fela even as Nobel Laureate, Professor Wole Soyinka also mulls rejecting the award.

Professor Soyinka is on the list alongside the likes of Professor Chinua Achebe, Chief Gani Fawehinmi, Fela Anikulapo-Kuti, Chief Odimegwu Ojukwu, Nwankwo Kanu, Alhaji Aliko Dangote, Chief Mike Adenuga and Pastor Enoch Adeboye, among others.

But Professor Soyinka said: “I would have preferred that the entire day of infamy be ignored altogether. I’m even thinking favourably of just ignoring the obscenity, then turning up at the counter-event.”

Professor Soyinka, however, said he will endeavour, to be at the centenary awards planned in London on June 27 during which diasporans will honour 100 outstanding Nigerians in the UK. At a gala dinner due to take place at Waltham Forest Town Hall in East London tagged Nigerian Centenary Awards UK, diasporans will hand out honours to 100 Nigerians who have excelled in various fields in the UK over the last 100 years.

Also, Femi Kuti, son of the late Afrobeat legend, Fela Anikulapo-Kuti, has said that the family would not accept any centenary award in his honour.

Femi who made the statement through a Twitter correspondence while stating that the family has not been officially informed about any centenary award for Fela, noted that the Federal Government should first apologise for killing his grandmother, Funmilayo Ransome-Kuti, and burning of Kalakuta Republic.

“We have not heard such but I can speak for myself, Federal Government should first apologise for the killing of our grandmother and the burning of Kalakuta,” he wrote.

Asked if the family would accept the award if the government apologised for the two wrongs mentioned, Femi said he doubts if the family would accept the award.

“Like I said we have not heard anything from the Federal Government. But I doubt if the family will accept the award.”
Fela Anikulapo Kuti, is being honoured in the ‘Internationally Acclaimed Artistes, Literary Icons and Journalists’ category.

Likewise, the family of the late human rights lawyer, Chief Gani Fawheinmi has turned down his nomination for a centenary posthumous award.
The family cited the nomination of the former military president, General Ibrahim Babangida, for the same award, the unbridled killing of students by insurgents in the North Eastern part of the country and the incessant corruption reeking across the country, including the alleged missing of $20 billion from NNPC as reasons for rejecting the nomination.

According to the letter sent to the presidency via the Secretary to the Government of the Federation, Chief Anyim Pius Anyim, and signed by Mohammed Fawehinmi, for and on behalf of late Gani Fawehinmi family, the family said they acknowledged the receipt of the letter and commended the federal government for considering their father for the honour but cited the reasons above for turning down the offer.

The letter read in part, “We want to thank the Federal Government for considering our late father for this honour. However, for reasons stated here under, our family has decided it would be inexpedient to accept the award.

“Our late father was empathetic to the sufferings of our people, particularly students. In the last 72 hours, 43 innocent students were mowed down by the blood- thirsty Boko Haram terrorists in Yobe State, while 20 other girls were similarly abducted by this same band of terrorists. These girls are still in captivity while their fate is unknown. If our late father were to be alive, would he be wining and dining with all the glitterati at a Centenary celebration under these circumstances? Certainly no.”

“In the past few weeks, the polity has been assaulted with putrid odour of corruption with the alleged $20 billion missing in NNPC, a development that became the Archilles heel of Mallam Sanusi Lamido Sanusi, the suspended Governor of Central Bank. As an anti-corruption activist, if he were to be alive, our late father would have confronted the issue head-long and possibly gone to court. 

“Our late father was unrepentantly for the unity of Nigeria. However, with the level of profligacy in some of the events celebrating Nigeria’s Centenary, our late father would have preferred these multi-million Naira expenditures channeled to our decrepit Teaching hospitals, than unproductive razzmatazz that do not improve the socio-economic well being of our people.
“For these reasons, our family respectfully declines to receive the award about to be conferred on our late father by the government,” the family said.

The roll call
The list of the awardees includes Sir Samuel Manuwa, Professor John Edozien, Dr Moses Majekodunmi, Professor Olikoye Ransome-Kuti, Professor Oladipo Akinkugbe, Professor Latunde Odeku, Professor­ Nelson Oyesiku and Dr. Funmi Olopade. Some of the categories include, contributors to the making of Nigeria, heroes of the struggle for Nigeria’s independence/pioneer political leaders, pioneers in professional callings/careers, promoters of democratic transition in Nigeria, internationally acclaimed artists, literary icons, journalists, and so on.

As the Federal Government honours 100 persons today with Centenary awards as part of Nigeria’s Centenary celebration, the families of late human rights activist, Chief Gani Fawehinmi and afrobeat king, Fela Anikulapo Kuti have rejected the post humous awards for both late Fawehinmi and Fela even as Nobel Laureate, Professor Wole Soyinka also mulls rejecting the award.

Professor Soyinka is on the list alongside the likes of Professor Chinua Achebe, Chief Gani Fawehinmi, Fela Anikulapo-Kuti, Chief Odimegwu Ojukwu, Nwankwo Kanu, Alhaji Aliko Dangote, Chief Mike Adenuga and Pastor Enoch Adeboye, among others.

But Professor Soyinka said: “I would have preferred that the entire day of infamy be ignored altogether. I’m even thinking favourably of just ignoring the obscenity, then turning up at the counter-event.”

Professor Soyinka, however, said he will endeavour, to be at the centenary awards planned in London on June 27 during which diasporans will honour 100 outstanding Nigerians in the UK. At a gala dinner due to take place at Waltham Forest Town Hall in East London tagged Nigerian Centenary Awards UK, diasporans will hand out honours to 100 Nigerians who have excelled in various fields in the UK over the last 100 years.

Soldiers flee as B’Haram kills 37 in Adamawa

Last Tuesday it was Yobe State where 59 schoolchildren were massacred. On Wednesday,  the bloodletting extended to Adamawa State where Boko Haram terrorists, armed with rocket-propelled grenades  nearly sacked  four  communities.

An official  death toll in the attacks  was  not available as of 9.40pm on Thursday. But  the  British Broadcasting Corporation Hausa Service put it at 37 while the Agence France Presse  reported 33.

 Banks, shops, part of a local government secretariat  and houses were  reported to have  been  looted and burnt during the six-hour  simultenous  raids  on  the three communities –  Michika,         Gulak , Shuwa  and Krichinga – by  the militants.

It was gathered that  in Shuwa, Madagali Local Government Area,  a repeat  of the Yobe massacre was averted  when the  insurgents attacked the  Christians Teacher College,  Christian Secondary School    and a Catholic Convent.

A resident told The PUNCH that the head of the Christian Secondary School, on hearing gunshots in the community,  advised his  pupils to run into  nearby bushes to avoid being killed by the terrorists.

The resident, who declined to give his name, added that when the  hoodlums eventually  arrived and saw the school deserted,   they  burnt down almost all the structures on  the premises.
He however did not say if all the pupils came out of the bushes unhurt since the incident took place at night.

A pastor in Shuwa told the AFP that soldiers retreated when the armed insurgents invaded the community.

“When the soldiers at the military checkpoints saw the number of the attackers, they retreated into the nearby bushes as the gunmen operated without challenge during the operation that lasted throughout the night,” the  cleric said.

It was also  gathered that among the over 20 persons killed in Shuwa, was a priest at St. Augustine Catholic Church.
The home of a former commissioner in the state,  Idris Nuhu, was among those burnt in the community.

 In Michika, Michika LGA,   another group of Boko Haram gunmen burnt three banks, a police station,   part of the Michika  LGA  secretariat  and shops.

A  resident, who identified himself simply  as Fide, told the News Agency of Nigeria, that   the attackers,   who arrived in  nine vans firing guns and throwing explosives, killed a banker and a villager.
Fide said, “They burnt three banks, a police station, shops and part of the Michika LGA  secretariat.
“One of the dead body is that of a  member of  staff   of the Bank of Agriculture.”

Some other  residents of Michika said they slept in the hills and nearby bushes  during  the mayhem that lasted for about five hours.
The  BBC Hausa Service quoted witnesses as saying that some of those killed in Michika and Shuwa either had gunshot wounds or   had their throats slit.

The Chairman of  the Michika LGA, Ulama Maina, confirmed to journalists that banks, police station, shops and some houses were torched.
Maina  however did not give  the  casualty figure.

The  spokesman  for the 23rd Armoured Brigade, Yola, Capt. Ja’afaru Nuhu, who also confirmed that    communities in Madagali and Michika LGAs were attacked, told NAN that  details of the incident  would be released at a later stage.

Grace Hassan, an indigene of  Michika,  told   The Punch that the attacks that started at about 8pm  lasted till 2am,   adding that information at her disposal indicated that the mayhem  sent fears into the hearts of residents of Lassa,  a neighbouring town in Borno State.

According to her, the  residents  of the community    fled   into the bushes to avoid being killed.
A resident of Lassa, Peter Satumari, said many of them  fled  their homes into the bushes when the sound of gunshots and explosives were  becoming unbearable.

Satumari said, “No  one could sleep because of the sound of gunshots which we thought were  being fired from   our village. We   had to  run into the bushes believing they might come to attack our houses.
“It was later  on Thursday  morning    that we  saw smoke billowing from afar and got to know there were  attacks in Shuwa, Gulak and Michika, all in  Adamawa State.”
It was also gathered that the sect attacked Krichinga, a village about five kilometres east of Shuwa. There,  four people  lost  their lives  and many were injured.

A furious  governor of the state Gov. Murtala Nyako  suggested there must be collusion with the Boko Haram terrorist network.

Nyako, a former navy chief of staff, said the attacks ridiculed President Goodluck Jonathan’s insistence that the military was winning the war against Islamic militants.
When Borno state Governor  Kashim Shettima  claimed  that Boko Haram fighters were  “better armed and better motivated,” than the troops fighting them,   Jonathan  upbraided him.

The Defence Headquarters  has however    launched what it described as   specialised campaign against the Boko Haram insurgents.
The Director of Defence Information, Maj.-Gen. Chris Olukolade, said during a  news  conference in Abuja on Thursday,   that the  campaign had  already taken off in  Borno, Yobe and Adamawa states  which are under emergency rule.
He explained  that   part of the arrangement  was  to pursue and  prevent the insurgents  from escaping from the country.

The Defence spokesman said that  terrorists fleeing towards Nigeria’s borders with Cameroun  had severely  attacked  some communities in desperation for food and money.
He said, “The purpose of this briefing is to intimate you with the elevation of counter terrorism campaign in the country. The new approach marks another phase in the operations designed to further contain the terrorists and their activities.

“The specialised campaign which has commenced is being undertaken simultaneously in Yobe, Borno and Adamawa states. This operation is also in furtherance of efforts at apprehending the terrorists and ensuring they do not escape out of Nigeria as they are now desperate to do.

“Unfortunately, however, they have in the course of their flight towards various borders, continued to perpetrate mayhem as noticed in some parts of Adamawa State yesterday (Wednesday), where they attacked communities.

“In desperation for money and food, they looted and burnt banks, shops and filling stations along their way through Michika as they headed for  the Camerounian border.”

Olukolade said that three civilians and a soldier were killed in the attacks on the Adamawa communities  while six insurgents were gunned down and two captured alive.

He said that  the DHQ believed  that the insurgents who attacked   the Federal Government College, Buni Yadi in Yobe State were the same people behind the Michika  onslaught.

PDP criticizes Amaechi’s free health policy

The Peoples Democratic Party, PDP, in Rivers State has described the state’s free health policy for the elderly and babies as a failure.

The party said it was an eloquent evidence of the total collapse of the State economy against the claims of Governor Rotimi Amaechi’s administration.

The PDP in a statement by Jerry Needam, Special Adviser, Media to the State Chairman, Felix Obuah regreted that virtually all the hospitals and health centres across the 23 Local Government Areas and the BMH, Port Harcourt “are now operating on OS (Out of Stock) and can no longer cope with the situation, prompting the doctors in government owned hospitals to abandon their duty posts for weeks
now”.


According to the statement, “patients are now directed to purchase their own drugs from outside, yet billions of naira were claimed to be sunk into the system as subsidy for the free health 

“As if this does not matter with the attendant loss of lives due to negligence and non availability of drugs, Gov Amaechi has continued to forge on with All Progressives Congress, APC, activities and deceiving Rivers people as though all is well, with Rivers State.

“Billions of millions of naira, which ought to be used to attend to all these Rivers elders and babies that need health attention and save lives are rather being wasted on political adventures and jamborees and unnecessary court cases, hosting of politicians and gold diggers, media propaganda and tussle for leadership of Nigerian Governors forum etc”, the PDP alleged.

He continued: “The PDP wonders the essence of setting up structures called hospitals and health centres and bringing in people from far and wide to commission such structures without the necessary facilities and resources, both material and human which is basically the fate of the hospitals currently boycotted by the striking doctors.

“The PDP insists the health of the people should not be politicized and should for once be taken serious by Gov. Amaechi who must equally be told that the mandate given to him was to govern the living and not the dead which he has turned the entire State to through bad governance”.

The PDP further alleged that the Ministry of Health had become one of the conduit pipes of the Rivers State
Government to loot Rivers tax payers’ money.

Boko Haram: Another attack leaves 9 dead and Houses razed

In a bid to cause total destruction of lives and properties in the North Eastern part of the country, Gunmen suspected to be Boko Haram have launched another deadly attack in  Michika and Madagali Local Government Area of Adamawa State killing scores of residents.  The gunmen also set  ablaze 3 commercial banks, houses and shops mainly  located along Maiduguri-Gombi-Adamawa federal highway. 

Unconfirmed reports shows that no few than nine persons were feared dead in the attack that occurred on Thursday. 

According to  News Agency of Nigeria, the attackers arrived the town  around 9pm in nine Toyota Hilux vans firing guns and throwing explosives to unleash the mayhem for about five hours.

The attackers were armed to teeth with sophisticated weapons destroying properties and killing many. 

It would be recalled that suspected Boko Haram members stormed a federal goverment school in Yobe state killing no fewer than 59 students and setting the enite school premises ablzae.
